You can attempt to gather a party on your own server using the Party Finder. You can queue by yourself in Duty Finder, which will match you up with other players queueing for the same dungeon from the various servers in your Data Center. To gather a party for any of the game's dungeons, you have several options. When the quest tracker reads "Use the Duty Finder to enter Sastasha," you're ready to go. In order to unlock the dungeon, progress through the main storyline quests until you reach the quest "It's Probably Pirates" and follow the instructions.
